TROUT UNLIMITED PENNS CREEK CHAPTER NEWSLETTER -- December 3, 2003
November 18th Meeting Minutes
Penns Creek Chapter President, Brian Frey, Called the meeting to order at 7:30PM.
The following people were in attendance: Brian Frey, Rob Bargo, Fred Fultz, Harold Carolus, Kevin Vargo, Arden Leach, Karl Sheaffer, Denny Peiffer, Jan Snedeker, and Gary Parzanese.
Brian Frey reported he is working on the Coldwater Heritage grant which is due in early December. The plan is to use this towards further study on Honey Creek.
The Honey Creek surveys that were discussed in the October meeting with PA fish commission were sent out and according to Dick Snyder they were receiving good response. These surveys were sent to all landowners on Honey Creek asking their thoughts on considering alternatives in the management of the 3.8 miles of Honey Creek from the Caverns to the mouth. The options that the landowners were asked were the following:
Option 1. Present Management- No stocking with statewide regulations applying with a 7 inch limit, 5 trout per day creel limit, and the season for keeping trout would be opening day to labor day. Catch and Release the rest of the year.
Option 2. More conservative regulations but no stocking- Establish an all-tackle trophy trout regulation that is 14 inch limit, 2 trout per day from opening day to labor day and all year angling with no tackle restrictions.
Option 3. More conservative regulations for brook and brown trout but with rainbow trout stocking-Establish an all tackle trophy trout reg for brook and brown trout but stock rainbow trout.
They also asked the landowners other questions concerning access and what they own. They removed a 4th option at our request that would put this piece of water back on the stocking schedule, which was never discussed at that meeting.
Brian Frey reported that we received a letter from DCNR regarding the Penns Creek wild area. It was reported that it has been delayed due to forestry managers reconsidering the construction of a bridge across Penns Creek for snowmobiles. The snowmobile community has been very vocal on their desire to have a new bridge across the creek at the end of Old Mingle road or the reconstruction of the old railroad bridge just upstream. Brian stated he will resend our letter of disapproval on this matter and our support of the proposed wild area which would protect this area from future development. Banquet date has been set as Wed April 14th at McVeytown Fire Hall. We are still looking for a guest speaker. A motion was made to raise ticket prices to 15$ by RB Powell and was seconded by Karl Sheaffer. It was a unanimous vote.
It was discussed about pursuing a delayed harvest section on upper Honey Creek. This area is not currently stocked. The area is from the upper bridge to New Lancaster Valley Fire Hall (roughly 2 miles). A motion was made by Rob Bargo to pursue this and was seconded by Fred Fultz. President Frey and Karl Sheaffer will be contacting Rick Hoopes concerning this possibility.
Election of Officers were held. The following people were elected as officers for the upcoming year:

Vice President Fred Fultz
Secretary Rob Bargo
Treasurer Gary Parzanese
Jan Snedeker and Harold Carolus will be involved in Public Relations.
We are also looking at setting up several committees such as a banquet committee etc to help coordinate the activities. This will be a discussion topic in future meetings.
It was discussed about putting on a Fly Fishing/Fly Tying day this winter. It would involve Fly Tying, Casting etc. More details upcoming. Any suggestions are welcome. Rob Bargo is looking into the possibility on renting the Youth park building. We will discuss this at the next meeting and decide if this is something we would want to do.
The Winter social date has been set for Wednesday December 17th at 6:30PM at Denny Seibers camp in Havice Valley. Feel Free to call Denny Seiber for directions Home (717)248-7650 Camp (717)667-9050. There will not be an additional meeting for December. The next regularly schedule meeting will be Tuesday January 13th 2004 at 7:30PM at the Indian Valley High School Faculty room.
